Paul W. Taylor, Ph.D., is the Chief Content Officer for e.Republic, Inc.  He also serves as the Editor-at-Large of GOVERNING magazine and senior advisor to the Governing Institute and the Center for Digital Government.

Taylor has been with e.Republic since 2002, previously serving as the Chief Strategy Officer for the Center for Digital Government where he headed its efforts in benchmarking and analysis of information technology policies and practices in state and local government.

Prior to joining e.Republic, Taylor served as the Deputy State Chief Information Officer (CIO) in Washington State -- serving as both the deputy director of the Washington State Department of Information Services (DIS) and Chief of Staff of the Information Services Board (ISB).

Dr. Taylor came to public service following decades of work in media, multimedia and Internet start-ups, and academia. He is also among a number of affiliated experts with the non-profit, non-partisan Information Technology and Innovation Foundation (ITIF) in Washington, DC.  A columnist for GoverningGovernment Technology and Public CIO magazines, Taylor regularly speaks to regional, national and international audiences on technological and societal change, government modernization and public policy matters.​
